Please keep in mind that TOS (Terms Of Sale) are not only for auctions, they are for BIN and for stores.
The following eBay policy clearly states their support for a sellers TOS and what can be done should a seller have to deal with a unwelcome and malicious buyer.
Members, my BEST advice I can give you is this.....
educate yourself on all policies governing you in your business here on eBay or any other venue.
If you use eBay, educate yourself on all their polices, seller and buyer policies.
If you accept PayPal, educate yourself on all those polices.
If you ship via the USPS, educate yourself on their policies.
Become familliar with the FTC 30-Day Rule (link at the bottom of this thread).
If you ship via UPS or any other carrier, become familiar with their policies.
If you ship internationally, become familiar with each website for each country (if applicable). Know how to use customs forms, legally.
Getting back to a sellers TOS and eBay policies concerning TOS.
Unwelcome and Malicious Buying.
Buyers who do not meet the seller’s terms as outlined in the item listing are not permitted to bid on or buy the item.
Furthermore, buyers are not permitted to place bids or purchase items with the primary intent of disrupting a listing.
Sellers are permitted to exclude bidders at any time prior to the listing close and are free to cancel unwelcome bids. After a seller has cancelled a bid, the bidder may not place a new bid without the seller's permission.
*Keep in mind, that even after a auction or a BID item, if a buyer has not met your TOS, you can and may use the 'file a complaint' form against a buyer if they did not meet your TOS.
This is considered unwelcome bidding. You may have to contact the bidder, let them know that they did not meet your TOS and you will have to file a UPI dispute against them, explaining in your complaint that the buyer is a unwelcome bidder due to not meeting your TOS.

Under EXAMPLES:
Failure to meet a seller's terms
Examples:
*Seller states item will only be shipped domestically. *Buyer is registered outside the shipping area.
Seller states that buyers with negative feedback comments are not permitted to bid. The buyer has negative feedback.
Clearly you cannot possibly sit by and watch every single buyer bidding on your auction, and the first two examples mentioned will not be apparent until after the auction or BIN, these would fall under the 'report' the buyer 'after the fact'.
(another example of eBay policy which needs clarification and live help will tell you to file an UPI dispute.....file the report first!)
Report a buyer who participated in a listing without meeting the listing terms.
I cannot stress enough, members need to be educated in all policies that govern them in their business.
An educated consumer is an armed consumer.
